APRIL 4, 2013

PRESENT:  Officers – Steve Holzer, Joy Gelb, Karmen Brower
Directors – Keith Zajic, Liat Samouhi, Richard Woolard, John Wilby, Emma Wilby, Alan Ross, Jacqueline Souza. Rita Gever, Brett Gever, Katie Whitman, Betty Bross, Gary Burns
Excused – Bob Fine

  1. Call to order was at 7:10 PM
  2. Self-introductions and agenda approved without objection.
  3. Minutes were not approved as to item 6.  After discussion, Keith Zajic moved, seconded by Rita Gever, that the secretary revise the minutes by striking details of the discussion as proposed in item 6 to reflect only that a discussion took place.  The vote was 6 yes, 4 no, with 2 abstentions.
  4.  There were no city council reports.
  5. Officer Reports
    1. President – Steve Holzer is concerned that there seems to be no effective way of increasing membership, at least none we’ve so far discovered.
      Storm Water regulations mandated by the federal government are estimated to be very costly.  The Board of Supervisors may have to put a parcel tax on the ballot to pay the cost.
      Las Virgenes Municipal Water District and Triunfo Sanitation District says the agreement between Heal the Bay and the EPA is slated to cost about $36,000,000, but, according to LVMWD, there are only about 18,000 to 36,000 customers in the area to pay these charges.
      Because of the lack of time for comment, the final decision may be postponed.
    2. Vice President – Excused due to illness
    3. Treasurer – There are now 43 paid members.  The taxes are paid and submitted.  Jacqueline Souza moved to accept the report, and Emma Wilby seconded the motion which was accepted without objection.
    4. Secretary – no report
  6. Public Safety Report – Richard Woolard reported the city commission is reviewing all the ordinances which is a difficult process.  There will be a discussion of solicitation ordinances on April 22.  He also said one can place a “no solicitors” sign at one’s front door which may be ignored at the solicitor’s peril.
    There will be a meeting with the CHP about distracted drivers in April.
  7. Realtor Report – none
  8. Old Business
    1. Environmental Commission – Liat Samouhi said Earth Day will be on April 13, from 2-5 PM, at Las Virgenes Creek by Albertson’s center.  Art Festival will be May 4 and 5th.
      Creekside Park is available for a neighborhood get together, but we’ll have to set a date.  The membership committee will come back with a budget.
    2. The newsletter requires articles to be in by the end of April.
  9.  New Business
    1. May agenda should have a discussion of meeting vacation.
    2. Pierce College, per Rita Gever, will have a wonderful production April 26- May 5th.
